The Haryana government has issued consolidated service guidelines for the appointment of non-official chairpersons, vice-chairpersons and members in boards, corporations, statutory commissions and constitutional bodies, standardising salaries, allowances and official facilities for the first time.

According to an official notification issued by the Chief Secretary’s Office, non-official chairpersons appointed in various bodies will now be entitled to an honorarium of up to ₹75,000 per month, along with house rent allowance of up to ₹50,000 per month or actual rent, whichever is lower.

Vice-chairpersons and deputy chairpersons will receive an honorarium of up to ₹45,000 per month, while members assigned regular responsibilities will be eligible for a monthly honorarium of ₹30,000.

The government has also extended several facilities equivalent to those available to Group-A officers of the Haryana government. These include telephone and mobile facilities, travelling allowance, daily allowance, medical benefits, staff car with driver and supporting staff.

As per the notification, chairpersons and vice-chairpersons will also be entitled to official staff, including a private secretary or personal assistant, clerk, peon and home peon. A staff car equivalent to the entitlement of an Additional Chief Secretary-rank officer will also be provided for official use.

The policy further states that travel allowance and daily allowance for these office-bearers will be equivalent to that of Grade-I officers under Haryana Civil Services rules. In cases where private vehicles are used for official journeys, reimbursement norms and monthly expenditure limits have also been prescribed.

Officials said the move was aimed at bringing uniformity and clarity in the service conditions of non-official appointees serving in different government bodies, boards and commissions across the state.

The notification mentioned that the tenure of such appointments would initially be one year from the date of assuming charge, though the government reserves the right to curtail or extend the tenure from time to time.

The government also clarified that these instructions would apply wherever no separate provisions exist under the relevant Acts, rules or regulations governing such bodies. The move is expected to remove ambiguity regarding salaries, allowances and facilities available to office-bearers appointed in Haryana’s boards, corporations and committees.
